SICAP Programme
The aim of the Social Inclusion and Community Activation Programme (SICAP) 2018 – 2022 (SICAP) is to reduce poverty and promote social inclusion and equality in Ireland through supporting communities and individuals using community development approaches, engagement and collaboration.
Introduction
South Tipperary Development CLG is a programme implementer of SICAP 2018 – 2022. Through SICAP, we aims to address high and persistent levels of deprivation through targeted and innovative, locally-led approaches. It targets and supports those who are disadvantaged in society and less likely to use mainstream services and assists both individuals and groups.
Social Inclusion is “the process which ensures that those at risk of poverty and social exclusion gain the opportunities and resources necessary to participate fully in economic, social and cultural life and to enjoy a standard of living and well-being that is considered normal in the society in which they live.”

The services we provide are based on achieving the following aims:
- Increasing awareness, knowledge and uptake of a wide range of statutory, voluntary and community services
- Supporting people’s work readiness and employment prospects through a range of supports and services
- Promoting lifelong learning at community level and encourage participation in social, educational, cultural and recreational activities
- Advocating and supporting active engagement with policy, practice and decision making processes on matters affecting local communities
- Developing new and innovative solutions to address incidences of social exclusion and marginalisation.
